Increases licensing fees for insurance professionals by $25 across all categories, including insurance producers, surplus lines brokers, adjusters, motor vehicle appraisers, and other licensed insurance professionals

Raises the maximum unencumbered balance allowed in the Insurance Commissioner Regulatory Revolving Fund from $1,400,000 to $5,000,000

Requires 15% of all licensing fees collected from insurance professionals to be deposited into the Regulatory Revolving Fund to support Department of Insurance operations

Mandates that any unencumbered balance in the Regulatory Revolving Fund exceeding $5,000,000 at the end of each fiscal year be transferred to the General Fund

Consolidates and standardizes licensing fee provisions for rental company limited lines producers ($325/year) and portable electronics vendor limited lines licenses ($1,025 initial, $525 renewal) within a single statutory section
