Delays civil penalties ($1,000-$5,000 per violation) for most Family and Medical Leave Insurance Program violations until January 1, 2027

Maintains immediate penalty enforcement for violations of leave and employment protection (§ 3707) and retaliatory personnel actions (§ 3708)

Removes a separate penalty provision that specifically addressed employer retaliation against employees who file complaints or testify in proceedings under the program

Employers who collect but fail to remit employee contributions will be subject to wage theft laws under Delaware Code

Civil penalty funds continue to be deposited into the Family and Medical Leave Insurance Program Fund
