Establishes a bipartisan redistricting protocol for Delaware's General Assembly, requiring each chamber's majority and minority caucuses to form 3-member redistricting committees by January 30 of each year ending in 1

Creates an alternating "freeze and redraw" process where caucuses take turns setting district boundaries—minority caucus freezes some districts and redraws the rest, then majority caucus does the same, continuing until all 41 House and 21 Senate districts are finalized

Requires preliminary redistricting plans by August 1, followed by 4 public hearings (one in each county plus Wilmington), with final General Assembly approval by September 1 (extendable to September 23)

Mandates a public redistricting website with committee members' contact information, previous and proposed district maps, racial demographics, and voter registration data for transparency

Establishes judicial backup provision: if the General Assembly fails to adopt a plan by September 30 or a plan is ruled unconstitutional, a 4-judge panel (Chancellor plus 3 Superior Court judges) will complete redistricting by November 1
