Expands Delaware's Site Readiness Fund eligibility to include applicants seeking to create affordable housing, provided they demonstrate the housing will increase economic development in the state

Defines "affordable housing" as housing for individuals or families with household income at or below the state median income

Requires that housing costs not exceed 30% of a household's gross annual income, whether calculated as total rental and utility costs or combined mortgage, property taxes, and required insurance

Creates an exception to the existing Site Readiness Fund requirements (subsections a and b) specifically for affordable housing projects
