Creates a wine direct shipper license allowing farm wineries and qualifying manufacturers to ship up to 3 nine-liter cases of wine annually directly to Delaware households where a member is at least 21 years old, for personal use only

Prohibits direct shippers from shipping more than 1,800 nine-liter cases total into Delaware per year; exceeding this limit cancels the license and requires obtaining a supplier license instead

Wineries already represented by a licensed Delaware importer/wholesaler are barred from obtaining a direct shipper license

Establishes a common carrier license requirement for businesses delivering wine shipments, with mandatory age verification through ID scanning and monthly reporting to state agencies

Sets biennial license fees at $400 for direct shippers (or $3,600 if shipping over 200 cases annually) and $500 for common carriers, with the Act expiring 5 years after enactment
