Allows registered voters who are unaffiliated with any political party to vote in a political party's primary election without being a member of that party

Unaffiliated voters who participate in a party's primary will have their ballot choice recorded as public record, but will not automatically become affiliated with that party

Maintains the existing prohibition on party members crossing over to vote in another party's primary election

Affects approximately 170,000 registered Delaware voters who are currently unaffiliated with a political party

Amends Title 15, Sections 3110 and 3161 of the Delaware Code governing voter qualifications and voting procedures for primary elections
