Requires all current Delaware Department of Finance employees and individuals conditionally offered employment to submit to criminal background checks

Authorizes the Secretary to require criminal background checks for contractors or third parties needing access to Department systems, facilities, or data

Mandates submission of fingerprints to the State Bureau of Identification to obtain both state and federal criminal history records

Establishes ongoing monitoring through the Rap Back System, which provides the Department with subsequent criminal history information for current employees and contractors

Current employees and contractors must submit required background check information within 30 days of receiving a written request from the Department
