Increases the annual pension income eligibility threshold for receiving distributions from the county and municipal police/firefighter post-retirement special fund from $35,000 to $55,000

Expands the definition of "eligible retiree" to include individuals who retired before June 30, 2025 (changed from June 30, 2018)

Resets the biennial distribution schedule to begin from the enactment date rather than the previous September 1, 2019 start date

Maintains the tiered payment structure where Category 1 retirees (20+ years retired, surviving beneficiaries, disability pensioners) receive 3x the Category 3 amount, and Category 2 retirees (10-20 years) receive 2x the Category 3 amount

Requires counties and municipalities to distribute payments to eligible retirees within 30 days of receiving funds from the special fund
