Grants the Delaware Manufactured Home Relocation Authority (DMHRA) Board authority to establish and adjust the Trust Fund cap based on costs reasonably necessary to carry out the fund's purposes, removing the previous fixed $15 million cap

Increases the landlord credit for the monthly assessment from 50 cents to $1.50 per rented lot, effective January 1, 2026

Increases the tenant portion of the monthly assessment redirected to the Delaware Manufactured Home Owner Attorney Fund from 50 cents to $1.50 per rented lot, effective January 1, 2026

Changes technical language to spell out "one-half" instead of using the fraction symbol "½" for the assessment split between landlords and tenants
