Requires individual health insurance plans, group and blanket health insurance plans, the State employee health plan, and State Medicaid to cover medically necessary pre-exposure prophylaxis (PrEP) and post-exposure prophylaxis (PEP) treatments for HIV prevention

Coverage must be provided without cost-sharing requirements such as deductibles, coinsurance, copayments, or out-of-pocket expenses

Prohibits insurers from imposing prior authorization or step therapy requirements, as well as unreasonable delays in coverage determination for PrEP and PEP treatments

Exempts high deductible health plans and catastrophic health plans from the cost-sharing limitations to the extent necessary to maintain their federal tax status and health savings account eligibility

Applies to all insurance policies, contracts, or certificates renewed, modified, or reissued after December 31, 2026
