Requires individual and group health insurance plans, state employee health plans, and Medicaid to cover medically necessary PrEP (pre-exposure prophylaxis) and PEP (post-exposure prophylaxis) medications for HIV prevention.

Mandates coverage without cost-sharing requirements including deductibles, coinsurance, copayments, and out-of-pocket expenses.

Prohibits prior authorization, step therapy requirements, and unreasonable delays in coverage determination for these medications.

Includes exceptions for catastrophic health plans and high deductible health plans to maintain compliance with federal tax requirements for health savings accounts.

Applies to all insurance policies renewed, modified, or reissued after December 31, 2027.
