Removes the Director of Autism Resources (formerly "Statewide Director of the Delaware Autism Program") as a specific ICA member, replacing it with a general Department of Education representative for greater flexibility

Eliminates the Delaware Family Voices member position from the ICA since Family Voices now operates under the Parent Information Center, which already has ICA representation

Transfers appointing authority for ICA members representing non-governmental entities (Autism Delaware, Nemours network, Delaware Association of Rehabilitation Facilities, Parent Information Center) to the Governor, as state law prohibits delegating appointment power to non-governmental organizations

Clarifies that ICA members serve without compensation but may receive reimbursement for actual expenses incurred in performing official duties

Restructures the statute to separate ICA duties (§ 5542) from membership and procedural requirements (new § 5544) and updates language throughout for consistency with Delaware Legislative Drafting Manual standards
