Grants commissioned constables the authority to direct, control, and regulate vehicle and pedestrian traffic while performing their lawful employment duties

Adds constables to the list of authorized traffic directors in Title 21, Section 4103, alongside police officers, fire police officers, authorized flagpersons, and uniformed adult school crossing guards

Amends Title 24, Section 5609 to explicitly include traffic direction powers among the law enforcement authorities constables may exercise

Enables constables to provide traffic assistance at locations like schools during high-traffic periods such as pickup and drop-off times

Makes technical corrections to conform existing law to Delaware Legislative Drafting Manual standards
