Increases the maximum biennial pesticide and device registration fee from $140 to $500 for products registered with the Delaware Department of Agriculture

Registration fees must approximate and reasonably reflect all costs necessary to defray the Department's expenses under the pesticide regulation chapter

All revenue from registration fees is deposited into an appropriated special fund account in the Department of Agriculture

Requires a three-fifths supermajority vote in both chambers for passage due to constitutional requirements for increasing license fees

Makes technical corrections replacing "and/or" with "and" or "or" to conform with Delaware Legislative Drafting Manual standards
