Requires hospitals and nursing homes to submit data electronically through the state agency's Secure File Transfer Protocol (SFTP) rather than allowing hard copy or tape submissions

Adds emergency department visits to the data collection requirements alongside hospital inpatient discharges

Makes various technical corrections including updating organization names (Association of Delaware Hospitals to Delaware Healthcare Association) and correcting typographical errors such as "census track" to "census tract"
