Proposes adding Section 22 to Article I of the Delaware Constitution establishing a fundamental right for employees to organize and bargain collectively through representatives of their own choosing

Protects workers' rights to negotiate wages, hours, working conditions, and workplace safety, as well as to protect their economic welfare

Prohibits passage of any law that interferes with, negates, or diminishes employees' collective bargaining rights, including "right-to-work" laws that ban union membership requirements as a condition of employment

Requires two-thirds vote of members elected to each house of the General Assembly to pass, as mandated by Article XVI of the Delaware Constitution for constitutional amendments

Serves as the "first leg" of a constitutional amendment, requiring the next General Assembly to pass a concurring act before it becomes part of the Delaware Constitution
