Requires the Town of Millsboro to redistrict its 3 municipal election districts using 2020 federal census data by January 1, 2026, and within 2 years following each subsequent federal decennial census, ensuring districts are contiguous and nearly equal in population

Changes vacancy procedures for Town Council: vacancies with less than 1 year remaining are filled by Council appointment, while vacancies with more than 1 year remaining require a special election held within 30-90 days

Allows Town Council to appoint someone to fill a vacancy if no qualified candidates file to run in a required special election

Specifies that the Town Secretary must be selected from members of the Town Council rather than being a separate position

Redefines Secretary duties to include recording executive session minutes, signing adopted resolutions and ordinances, and coordinating with the Town Clerk on meeting minutes
