Creates a special "Delaware 250" commemorative license plate to celebrate America's 250th anniversary of the Declaration of Independence (July 4, 2026) and Delaware's Separation Day (June 15, 1776)

Requires a one-time $50 fee (including $15 administrative fee) in addition to standard registration fees, with the Division of Motor Vehicles needing at least 200 applications before issuing the plates

Applies to private passenger vehicles and motor vehicles/trailers with GVWR of 26,000 pounds or less, excluding vehicles qualifying for the International Registration Plan

Deposits net proceeds into a Delaware 250 Fund managed by Delaware 250 organization to support anniversary celebration activities

The license plate program expires on December 31, 2026, with unencumbered funds reverting to the State's Transportation Trust Fund and encumbered funds transferring to Delaware 250
