Increases New Castle County Council from 12 to 13 councilmanic districts following the 2030 decennial census, effective with the 2032 general election

Eliminates the at-large election of the County Council President; instead, Council members will elect the President from among themselves by majority vote starting after the 2032 general election

Requires the County Council to appoint a 13-member Redistricting Commission within 60 days of the 2030 census report to redraw district boundaries, with no more than 7 members from the same political party

Establishes staggered terms for the new 13-district structure: districts 1-6 members' terms end after the 2034 election, districts 7-13 after the 2036 election, then 4-year terms thereafter

Removes special election procedures for filling a vacancy in the President position; vacancies will be filled by Council election from among members following any special election to fill the underlying seat
