State, judicial, county, or municipal employees convicted of sexual offenses against children forfeit the state's contribution to their pension if the offense was committed in connection with or aided by their position

Courts may assign up to 25% of pension distributions for misdemeanor qualifying offenses and up to 50% for felony offenses to be paid as restitution to victims until the total restitution amount is satisfied

The qualifying offenses are sexual offenses as defined in Delaware Code committed against children, and the conviction must have occurred after the effective date of this Act

Survivors of persons denied pensions under this provision remain entitled to receive survivor benefits, provided the convicted person did not receive a withdrawal benefit

The Board of Pension Trustees is required to create regulations implementing court orders for pension attachment under this new section
