Prohibits possessing, operating a vehicle with, purchasing, installing, manufacturing, selling, or distributing "number plate flipping devices" — defined as manual, electric, or mechanical devices that switch between multiple license plates or hide plates from view

First offense penalties for the new violation include fines of $50-$200, imprisonment of 30-90 days, or both; subsequent offenses carry fines of $100-$300 and imprisonment of 90 days to 6 months, or both

Removes an outdated reference to farm vehicles being exempt from registration, as that exemption was eliminated from Delaware Code in 2014

Makes technical formatting changes to existing vehicle registration violation provisions to conform with the Legislative Drafting Manual

Requires a two-thirds majority vote in both houses for passage due to constitutional requirements for creating new crimes within certain courts' jurisdiction
