Requires electric suppliers' interconnection rules for net-metering to align with the most recent version of the Interstate Renewable Energy Council's Model Interconnection Procedures within 12 months of the Procedures' latest publishing date.

Replaces the previous standard that only required interconnection rules to be "developed by using as a guide" the IREC Model Interconnection Rules and U.S. Department of Energy best practices.

Removes the outdated deadline requiring municipal electric companies to establish interconnection rules by July 24, 2008.

Maintains existing requirements that net-metering generating systems and grid-integrated electric vehicles must meet safety and performance standards from the National Electrical Code, IEEE, UL, or Society of Automotive Engineers.

Continues to prohibit electric suppliers from requiring eligible net-metering customers to install excessive controls, perform unnecessary tests, or purchase excessive liability insurance.
