Expands the Delaware Anti-Trafficking Action Council from 24 to 25 members by adding a retired judicial officer with human trafficking knowledge, appointed by the Speaker of the House of Representatives

Reduces the quorum requirement from 13 members to 10 members for Council meetings

Requires the Executive Director to be appointed and serve at the pleasure of a majority of the full Council membership rather than just a quorum

Expands annual reporting requirements to include explanation of spending of state, federal, or other funds received, while repealing the requirement for spending reports at each full council meeting

Permits the Council to hold virtual meetings with a staff member present at the anchor location instead of requiring a Council member to be present
