Expands Sunday hunting in Delaware to permit hunting of all game birds and game animals during Department-established seasons, rather than limiting Sunday hunting primarily to deer.

Modifies permitted handgun ammunition for deer hunting, changing the caliber range from .357-.50 to .30-.50 caliber with adjusted cartridge case length requirements (minimum 1.30 inches instead of 1.25 inches).

Updates muzzle-loading rifle specifications by reducing the minimum bore size from 0.42 inches to 0.40 inches, removing the minimum powder charge requirement of 62 grains, and adding primers as an acceptable ignition method.

Extends the January handgun/rifle deer hunting season from 7 days to 9 days (first Saturday through second Sunday in January) and permits these weapons for hunting game animals, not just deer.

Removes European and snowshoe hares from the list of game animals while adding skunks and weasels as designated game animals.
