Removes the phased-in tax rate caps for Sussex County Vocational-Technical High School District, eliminating references to the 26.50 cents (2021), 27.50 cents (2022), and 28.50 cents (2023) rates per $100 of property value, leaving only the 29.50 cents rate for 2024 and thereafter

Deletes the entire section (§ 2605) that imposed enrollment caps on Sussex County Vo-Tech, which had limited enrollment to 1,300-1,450 students in grades 9-12 depending on school year

Eliminates the lottery-based admission requirements that had capped admissions from any single Sussex County school district based on proportional eighth grade enrollment

Removes restrictions on admission preferences, which had been limited to siblings of current students and children of district employees

Aligns Sussex County Vocational-Technical High School District with the same operational rights and privileges as Kent County (Polytech) and New Castle County vocational-technical schools
