Requires parental or guardian written permission for the designation to be placed on licenses or IDs of individuals under 18 years of age.

Mandates police officer training on recognizing the disability notation and best practices for safe interactions during traffic stops involving persons with developmental or intellectual disabilities.

Directs the Division of Motor Vehicles to consult with disability advocacy groups on the notation design and conduct public outreach, with full implementation required within 6 months of enactment.
