Creates a breastfeeding and lactation program within the Delaware Department of Correction to support pregnant, post-partum, and lactating women in custody

Requires the Department to develop policies for expressing, storing, and transferring breast milk to infants or toddlers through approved individuals selected by the inmate

Mandates provision of breast pumps, storage bags, sterilization equipment, prenatal vitamins, and comfortable pumping spaces based on national best practices

Requires nutrition information and meal plans specific to pregnant, post-partum, or lactating women, and medical support for lactation cessation or weaning

Requires an annual report to the Governor and General Assembly detailing program participation, denials and reasons, drug screening failures, and nutrition services provided, due by January 1 each year

Takes effect 1 year after enactment
