Codifies the Education Unit within the Department of Services for Children, Youth and Their Families (DSCYF) to provide K-12 educational services to children and youth in DSCYF-operated residential facilities.

Requires Education Unit employees (except secretaries) to meet the same qualifications as public school educators, with salaries based on standard state teacher salary schedules adjusted for 12-month employment.

Grants employees working onsite at Division of Youth Rehabilitation Services facilities hazardous duty pay supplements under the Merit System.

Designates the Education Unit as a local education agency for limited purposes, including educator loan forgiveness programs, competitive grants, and issuing academic credits to youth completing coursework.

Creates an Education Administrator/Director of Education Services position appointed by the DSCYF Secretary to lead the unit.
