Prohibits new automatic voter registration records from being designated as active until eligibility verification is completed, with ongoing verification required for all future registrations

Authorizes use of state and federal databases for verification, including DMV records, Social Security Administration, Department of Homeland Security systems, and interstate voter cross-check systems

Requires the Department of Elections to submit a public report within 12 months detailing total registrations reviewed, records corrected or removed, identified system weaknesses, and evidence of improper registration, with annual compliance reports thereafter
