Terminates the Delaware Health Resources Board by deleting Chapter 93 of Title 16, which currently oversees health planning and resources management in the state.

Eliminates the Certificate of Public Review (CPR) process, which previously required approval before constructing health-care facilities, making capital expenditures over $5.8 million, changing bed capacity, or acquiring major medical equipment.

Dissolves the 15-member board that was responsible for developing Health Resources Management Plans and reviewing health-care developments for their impact on quality and access for medically indigent populations.

Transfers the charity care enforcement responsibility from the abolished Board to the Secretary of the Department of Health and Social Services.

Requires entities that would have been subject to CPR review to continue providing charity care as determined by the Secretary of Health and Social Services.
