Creates a new funding structure for school officers (school resource officers and constables) in all Delaware public schools, including both school districts and charter schools

Provides one school officer unit per school, with additional units allocated for every 1,000 full-time equivalent students above the first 1,000

Establishes a cost-sharing model where the State pays up to 70% of salary and employment costs, with local funds covering the remaining percentage

Allows schools with fractional school officer units (less than a full position) to either combine fractions to fund an officer or convert up to 30% of a unit to cash for school safety-related expenses

Permits school districts and charter schools to decline the school officer unit funding, and requires SROs to comply with training requirements under existing law
