Expands Delaware's private person arrest/detention exceptions to include employees and security personnel at health-care, medical, and dental facilities

Authorizes facility employees or security to take into custody and detain any person presenting a security or safety risk on the premises

Requires that any such detention be conducted in a reasonable manner for a reasonable time period

Limits the purpose of detention to summoning a law-enforcement officer

Preserves the existing exception allowing private citizens to assist peace officers with arrests when requested or when the officer is incapacitated
