Tattoo parlors must post visible signs raising awareness about human trafficking, with signage developed in conjunction with the Delaware Anti-Trafficking Action Council.

Department of Health and Social Services must provide tattoo parlors and body piercing establishments with a list of nonprofit organizations offering free human trafficking recognition training.

Training covers recognizing signs of human trafficking, responding appropriately, referring victims to resources, and reporting to the National Human Trafficking Hotline and local law enforcement.

Individuals completing the training receive a certificate of completion from an approved nonprofit organization.

Act takes effect 1 year after enactment into law.
