Grants the Alderman's Court of the City of Newark jurisdiction over marijuana possession violations (§ 4764) committed within city limits by adults 18 years and older

Establishes concurrent jurisdiction between Newark's Alderman's Court and the Court of Common Pleas for criminal marijuana possession offenses under § 4764(b) and (d)

Establishes concurrent jurisdiction between Newark's Alderman's Court and Justice of the Peace Court for civil penalty marijuana violations under § 4764(c)

Allows the City of Newark to adopt local ordinances criminalizing or imposing civil penalties for conduct that violates state marijuana possession laws

Requires a two-thirds supermajority vote in both legislative chambers for passage
