Creates a new Chapter 49 in Title 14 of Delaware Code establishing an "Educator and Education Staff Bill of Rights" for public school employees.

Grants educators 10 specific rights including being treated with civility, having professional judgment respected, defending themselves and students from physical harm, and reviewing instructional materials before use.

Prohibits requiring educators and education staff to use personal money to supply or equip classrooms.

Guarantees the right to report student misconduct, assault, battery, or vandalism to school officials or appropriate agencies without restriction.

Ensures employees receive benefits if absent from work due to personal injury from physical assault or violence committed against them during employment activities.
