Expands the definition of "place of public accommodation" under Delaware's Equal Accommodations Law to explicitly include state agencies, local government agencies, public libraries, and entities receiving state funding to perform public functions

Subjects government services and government-supervised entities to the same non-discrimination requirements as private businesses, covering protections based on race, age, marital status, creed, religion, color, sex, disability, sexual orientation, gender identity, and national origin

Creates a new statutory definition of "person" to include individuals, corporations, partnerships, limited liability companies, trusts, governmental bodies, sole proprietorships, and other legal or commercial entities

Maintains existing exemptions for sales or rentals of residential dwellings and tourist homes with fewer than 10 rental units

Contains conditional effective date provisions tied to the passage of House Bill No. 36, with the act taking effect either 1 day after HB 36, immediately if HB 36 fails to pass by July 1, 2025, or November 1, 2025 if HB 36 passes but is not enacted
