Amends the annexation petition process to require Town staff review for completeness before petitions are presented to Town Council, rather than going directly to Council

Changes committee appointments for annexation investigations from being solely appointed by the Mayor to requiring appointment by both the Mayor and Town Council through Resolution

Removes the President of Town Council's duty to receive and report on complaints, nuisances, and ordinance violations

Requires the President of Town Council to appoint committees only with the advice and consent of a majority of Town Council members, rather than unilaterally

Grants all Town Council members explicit authority to recommend creation of new committees, appointment of committee members, and appointment of committee chairpersons
