Expands Delaware's child protection system to explicitly include suspected human trafficking alongside child abuse and neglect in mandatory reporting requirements, investigations, and multidisciplinary case responses

Requires the Child Protection Accountability Commission (CPAC) to provide quarterly updates and annual reports to the Delaware Anti-Trafficking Action Council on efforts regarding suspected human trafficking of children

Creates a new review panel and oversight committee within CPAC to investigate suspected child human trafficking cases, with subpoena power, immunity protections, and authority to issue findings and recommendations

Adds suspected human trafficking to the Investigation Coordinator's monitoring responsibilities, requiring tracking of these cases from inception through final criminal and civil disposition

Changes CPAC's biennial meeting requirement with the Maternal and Child Death Review Commission (previously annual) and ensures compliance with federal laws including the Child Abuse Prevention and Treatment Act and Justice for Victims of Trafficking Act
