Requires minors under age 16 to obtain written parental consent at least 24 hours before an abortion can be performed, replacing the current parental notification requirement

Consent forms must include the minor's name, parent/guardian signature, attending physician signature, and a statement confirming voluntary understanding of the procedure

Creates a judicial bypass process through Family Court for minors who cannot obtain parental consent due to abuse, neglect, or coercion, or who can demonstrate sufficient maturity to decide independently

Court must rule on bypass petitions within 5 calendar days or the application is automatically granted; expedited appeals to the Supreme Court are available for denied petitions

Adds new definitions for "neglect" and "abuse" to establish when parental consent requirements may be waived as inappropriate or harmful to the minor
