Requires all accessible parking spaces to comply with the 2010 ADA Standards for Accessible Design, with existing non-compliant spaces having 5 years from the act's effective date to come into compliance

Mandates county and municipal governments to issue permits before any new accessible parking spaces are constructed or existing spaces are restriped, repainted, resurfaced, or altered

Prohibits parking in striped areas or access aisles adjacent to accessible spaces and bans the use of counterfeit or altered disability placards or plates

Requires accessible parking signs to display current maximum fines and allows counties or municipalities to assess civil penalties of up to $500 for violations, with a 90-day cure period before fines are imposed
