Establishes the Delaware Energy Fund, administered by the Sustainable Energy Utility (SEU), to provide financial assistance for energy costs to residents with household income below 350% of the federal poverty level

Requires 30% of alternative compliance payments and solar alternative compliance payments from the Green Energy Fund to be transferred to the Low Income Home Energy Assistance Program (LIHEAP)

Expands allowable uses of RGGI (Regional Greenhouse Gas Initiative) CO₂ auction proceeds to include allocations to the Delaware Energy Fund and financial assistance for energy costs for qualifying residents

Mandates that Delaware Energy Fund recipients participate in energy savings and efficiency programs offered by the SEU, and requires LIHEAP participants to enroll in the Weatherization Assistance Program within 2 years

Takes effect upon enactment with SEU required to begin operating the Delaware Energy Fund within 30 days; the Act expires 3 years after enactment unless extended by the General Assembly
