Expands the Delaware Educator Apprenticeship Program from teacher apprenticeships only to include three tracks: teacher apprenticeships, paraprofessional registered occupation programs (leading to associate's degrees), and registered youth apprenticeships for high school students

Requires a pilot program for paraprofessional apprenticeships between at least 1 higher education institution and at least 1 school district or charter school for the 2025-2026 academic year, with expansion planned for 2026-2027

Mandates the Department of Education and Department of Labor apply for State Apprenticeship Expansion Formula (SAEF) Grants and other available state or federal funding to support the programs

Adds selection criteria for applicants including commitment to expanding teacher pathways through youth apprenticeships and support for paraprofessional programs that transition into teacher certification

Defines "paraprofessional" to include paraeducators and teacher aides, and requires youth apprenticeship programs to allow high school students to accumulate hours toward educator certification and earn college credits
