Establishes the Office of Suicide Prevention under Delaware's Division of Substance Abuse and Mental Health, led by a Director who reports to the Division Director

Requires the Office to serve as a centralized hub for all suicide prevention resources statewide, coordinating with the Department of Services for Children, Youth and their Families

Mandates creation of a State Suicide Prevention Plan by January 1, 2026, with updates required at least every three years and coalition approval

Directs the Office to provide guidance on suicide prevention, intervention, and postvention to stakeholders, assist the suicide prevention coalition, and promote best practices with community organizations

Requires an annual report to the General Assembly and Governor starting October 15, 2026, detailing the Office's work and progress; the Act is designated as "DJ's Act"
