Mandates contractors apply for necessary permits within 30 days of receiving 50% of any deposit and return all deposits within 10 days if a buyer cancels

Establishes debarment from contractor registration for individuals with 2 or more qualifying convictions for theft, home improvement fraud, or new home construction fraud, with violations of debarment constituting a Class D felony
