Prohibits Delaware law enforcement officers from stopping, questioning, arresting, searching, or detaining any individual based on actual or suspected citizenship or immigration status, or suspected violations of federal civil immigration law

Bars officers from inquiring about an individual's immigration status, citizenship, place of birth, or eligibility for a social security number

Prevents officers from making arrests, detaining, or prolonging detention of individuals based on civil immigration warrants or immigration detainers

Amends Title 11, Chapter 19 of the Delaware Code by adding new Section 1903A titled "Civil immigration actions prohibited"
