Authorizes the Auditor of Accounts to issue subpoenas directly without first filing a praecipe with the Superior Court prothonotary

Expands the Auditor's subpoena authority to include compelling witness attendance and testimony, administering oaths, taking evidence, and requiring production of books, papers, records, or other evidence

Allows the Auditor, deputy, or designated staff to serve subpoenas directly on individuals (personally, at residence, or by certified mail) and on corporate entities (through registered agent or authorized individual)

Enables the Auditor to apply to Superior Court for an order requiring compliance if a subpoena recipient fails to respond, with non-compliance punishable as contempt of court

Makes technical corrections to conform existing law to Delaware Legislative Drafting Manual standards
