Prohibits the Delaware Division of Motor Vehicles from disclosing social security numbers, taxpayer identification numbers, citizenship or immigration status, and related documents, except for voter registration purposes, with Attorney General approval, or pursuant to a valid court order

Requires entities accessing DMV records electronically to sign contracts agreeing not to use or disclose information for civil immigration enforcement or related purposes

Restricts sharing of personal identifiable information related to driving privilege cards (issued to individuals without proof of legal presence) with federal agencies or federal law enforcement without Attorney General approval or a valid court order

Expands the definition of "motor vehicle record" to include driving privilege cards and clarifies that information releases must not differentiate or indicate whether an individual holds a driving privilege card versus a standard driver license

Grants Superior Court jurisdiction over violations and maintains existing penalties of a class A misdemeanor for misrepresentation or unauthorized disclosure, with civil remedies including minimum $2,500 in damages plus attorney's fees
