Restricts utility service terminations to Monday through Thursday between 8:00 a.m. and 4:00 p.m., and prohibits shutoffs from December 21 through January 1 each year, except for safety emergencies

Prohibits gas and electric utilities from terminating service when the 8:00 a.m. temperature is 35°F or below, or when the forecasted Heat Index may reach or exceed 95°F

Requires 14 calendar days written notice before termination during heating season (November 1 - March 31) and cooling season (June 1 - September 30), with mandatory contact attempts by phone, text, or email

Protects occupants with certified medical conditions from termination for 120 days with a physician's signed statement, renewable if the customer makes good faith payment efforts

Establishes civil penalties of up to $1,000 per day for violations, replacing the previous misdemeanor classification, and extends these protections to municipal electric companies under Title 22
