Expands Delaware's Free School Meals Program to provide free breakfast and lunch to all public school students regardless of household income, building on previous legislation that only covered students eligible for reduced-price meals

Requires public schools participating in the federal School Breakfast Program or National School Lunch Program to offer one free breakfast and one free lunch per day to any attending student

Directs the Department of Education to reimburse schools for meal costs not covered by federal reimbursement programs, calculated as the federal free reimbursement rate multiplied by eligible meals served minus federal reimbursements received

Adds formal definitions for "breakfast," "lunch," and "eligible meal" by reference to federal regulations (7 C.F.R. § 220.2 and 7 C.F.R. § 210.2)

Takes effect 30 days after the Controller General publishes notice that funds have been appropriated to implement the program
