Caps towing fees at $250 and daily storage rates at $50 for non-commercial and rental vehicles, with fees deemed presumptively excessive if they exceed 25% above consensual tow rates or 50% above area competitors

Mandates that tow companies stop a tow if the owner returns before the vehicle leaves the parking area, with a maximum drop fee of 50% of the normal tow charge

Establishes storage facility requirements including accepting major credit cards, providing free access to personal items during business hours, and maintaining after-hours vehicle release procedures with a maximum $50 after-hours fee
