Requires the Department of Education to review and update its approved lists of universal reading screeners and literacy intervention approaches at least every 3 years, beginning December 1, 2026

Establishes specific criteria for approved literacy intervention approaches, including explicit and systematic phonics instruction, decodable text strategies, multisensory approaches, and connection to Tier 1 instruction

Creates a process for school districts and charter schools to apply for Department approval of alternative reading screeners by March 15 before the school year of intended use

Mandates the Department to annually identify schools where a significant number of students score below proficient on the state's third grade reading assessment for 2 consecutive years, beginning February 28, 2026

Requires the Department to provide supports to identified struggling schools, including coaching, professional development, and collaborative development of literacy improvement plans with monitoring procedures
